As an Illinois license reinstatement lawyer for the past 17 years, I have represented hundreds of clients at the Illinois Secretary of State in efforts to obtain my clients' driving privileges after being revoked for driving under the influence. While the most important aspect of the license reinstatement process is preparation, people ask me numerous questions that are not on any website with an easy answer. One question my clients sometimes ask is whether they must own a car BEFORE they apply for a license reinstatement hearing. The answer to this question is no. A candidate for license reinstatement does not need to own a car before they are approved for a restricted driving permit or full reinstatement of their driving privileges.
In order to complete the restricted driving permit, the client must install the breath alcohol ignition interlock device on his or her car. This means that at some point after obtaining a restricted permit, a car must be available that can put the BAIID device on.
