Will new Illinois license reinstatement law help out of state petitioners?

As a license reinstatement lawyer for the past 18 years in the State of Illinois, I have helped hundreds of people obtain restricted driving permits, full reinstatement of their Illinois driving privileges and clearance of their Illinois driver's license for people who live outside of Illinois.  With the new law regarding license reinstatement in Illinois about to go into effect on January 1, 2016, many people are asking the question, will this law help me or hurt me.

As far as I can tell for people who live outside of Illinois but are looking to clear the hold on their driving privileges so that they can obtain a license in their home state, the new law should not impact the vast majority of those seeking a hearing.  In fact, the new law could help many people who have once been considered lifetime bans in Illinois.  So long as you have more than 4 DUI convictions and have not had your most recent DUI arrest in the past 10 years you may now be eligible to obtain relief.
