As an Illinois license reinstatement lawyer, we have helped hundreds of people apply for and obtain driving privileges in the State of Illinois for all types of revocations, including DUI convictions as well as fraud hearings with the Secretary of State. Most of the time with fraud hearings, this happens when people are from another country and use multiple identifications with multiple Social Security numbers.
The issue is that when you are contacted by the Illinois Secretary of State, indicating that Secretary of State has found more than one identification or name by the State of Illinois, the Secretary of State Police will require you to meet with the Social Security Administration to determine which Social Security number is your proper identification. Many times, this can be done with a simple trip to the Social Security Administration Office where they can identify the proper Social Security number. In other instances, however, the Social Security Administration will need to cross-reference both Social Security numbers to determine which one is the proper identification.
We have seen a recent matter, whereby both Social Security numbers for the same person were considered accurate and correct identifications. When this happens, the person who is trying to have the identifications cross-referenced will need to obtain an original birth certificate, certified, even if it is from a foreign country. This may pose difficulties should any former nation of residence has had any political difficulties or were not as adapt at keeping records as the United States. With that said, you need to make sure the identifications are proper when you can get the birth certificate. At that point, the Social Security Administration should be able to clarify and get the proper Social Security number identification from that point or cross-check both numbers. That is not the end of the process. The next step is to take the report from the Social Security Administration to the Secretary of State Police, so they can then formulate and maintain the proper identification card number at which point the reinstatement process in Illinois for fraud can begin.
